About Mardy Halcon

Mardy Halcon is a communications, media, and advocacy professional with two decades of experience in international development organizations. She is a consultant to BillionScale Health, focused on the organization’s work in the Philippines.

Mardy joined BillionScale Health from the Campaign for Tobacco-Free Kids, an organization funded by Bloomberg Philanthropies, focused on public health advocacy in the Philippines and other countries. In this role, Mardyoversaw communications, community engagement, and advocacy activities for grantees working on tobacco control and road safety policy initiatives. She founded Parents Against Vape, developed government partnerships, and helped drive passage of two excise tax increases, a child car seat law, and a 2019 executive order institutionalizing tobacco control policy.

Since 2014, Mardy has consulted for the Asian Development Bank, including as Regional Campaign Director for Redraw the Line, a climate change initiative spanning the Philippines, Vietnam, Thailand, and Bangladesh.

In previous roles, Mardy led communications for the Gates Foundation-funded, $10 million Golden Rice project at the International Rice Research Institute and served as Regional Communication Manager for Southeast Asia at CBM, advocating for stronger mental health policy in the Philippines. She has also worked at Plan International, raising the organization’s profile as a leading child rights NGO, contributing to campaigns on anti-human trafficking, child protection, girls' rights, and child labor, and serving as the organization's spokesperson during disasters.
